I recently came across a webpage from the EPA that describes a number of great uses for scrap tires in civil engineering applications. Apparently shredded tires offer significant cost and lifetime benefits for many civil engineering purposes. Also, many states offer grants and/or subsidies for helping reduce used tire stockpiles.

The 80/20 Rule

Proposed by Italian economist Vilfredo Pareto, the 80 / 20 Rule (or Pareto Principle) states that in most countries, 20 percent of the population receives 80 percent of the national income.

Before you write it off as yet another theory, let me add that this “imbalanced” Rule applies to just about every aspect of life you can imagine.
