At Colombia exist a law named "Reglamento Tecnico del Sector de Agua Potable
y Saneamiento Basico" over Water Distribution, that regulate the Design
Period depending of number of inhabitants(Size of Poblation-Level of
System):

a. Low (Until 2500 inhabitants) 15 years
b.Middle (2501-12500) 20
c.Hight Middle(12501-60000) 25
d.Hight ( 60000......) 30
