Conflict with contour lines and other entities

The first phase of our floodplain evaluation was the original conditions. For the second phase, we are evaluating the floodplain with a new golf course built adjacent to the river. It is too big to draw as an encroachment, so we are doing it as a second project (separate file). In order to cut the cross sections in the same places, I X-referenced the first floodplain drawing into the second, turning off all layers except for the original cross sections (Boss Topocut), then cut cross sections along the same lines. I am cutting into contour lines with elevations (z-values). This works pretty well, except that RMS does not recognize an elevation layer right next to the original cross section; I have to move a short distance away from the original cross section before I can grab a contour elevation line.

Have you encountered this before? Do you have any suggestions? This method will work; however, suggestions are welcome.
