The C2 line is mandatory. If you restore the one you've commented out,
it runs for me in SWMM44H. It gets past the control lines, but then
fails because you haven't entered I1/I2 lines for each catchment.
However, the I1/I2 parameters I entered are for an English units model,
so they'll need modification to be sensible. I also converted added
back in the EPA-format headers - I presume you're using PCSWMM.
