I reviewed your model. Here is what I believe is happening to your model.

You have defined the dam so that the dam is immediately failing at time = 0.0. Also, you have defined an inflow hydrograph that peaks at time = 24.0. Therefore, the reservoir depletion table is showing a large flow for the "Total out flow from dam" at the start of the simulation, which then falls off, and then increases again in conjunction with the defined inflow hydrograph.

I would recommend running the model with the water surface elevation at time of failure to being a very high value to determine what the maximum WSEL (water surface elevation) is reached at the dam. You can then set the water surface elevation at time of failure value to something slightly less than the maximum value that is reached to cause the dam to fail in conjunction with the peak WSEL.

I believe if you make these corrections to your model, that the output results will seem more reasonable.

Also, note that "normal depth" is the actual computed WSEL, whereas the "critical depth" is computed by DAMBRK for your reference.
