Note that we recently implemented the Papadakis-Kazan ToC method that the Flood Control District of Maricopa County (FCDMC) recommends. We have compared the results with DDMSW, which was developed by and is distributed by the FCDMC (
http://www.fcd.maricopa.gov/Resources/DDMSW/default.asp). It is a fairly clunky program, but from our internal testing StormNET's ToC values match exactly. Note that we have only released version this to our beta clients in the Maricopa County region. It will be in a publicly-released version of StormNET shortly. However, you can contact our technical staff and I am certain that they can get you this beta release.
