In order to determine the amount of flow that bypasses a sag inlet, you need to manually define a bypass link. In that way, you can determine how much flow will bypass the inlet in a surcharge condition. By definition, sag inlets do not "generally" have a bypass flow.
If you are needing to determine the discharge rate entering the inlet based upon the amount of ponded water at a sag inlet, you need to define a connected link (a "Direct" link can work) to the bottom of the inlet element to see what is captured. We currently do not report the amount of flow that the inlet grate throttles.
