Flooding Elevation

What does flooding elevation mean? Is it the water level in each cross-section before dam failure? Or are we completely wrong? Can anyone explain it to us (in easy words)?

Note that the flooding elevation represents the overbank elevation (when water comes over the bank and flooding starts).

Note that in DAMBRK, if you provide the flooding elevation, then DAMBRK will provide a plot showing at what time flooding will occur along the river. This can then be used in creating the emergency action plan.
