Negative value for Dam Data

Hi Chris,

I imported a NWS DAMBRK file to BOSS DAMBRK Program, which shows the following info for a Sunny Day failure Scenario:

Dam Crest Elevation = 742ft
Initial Water Surface Elevation = 736ft
Water Surface Elevation at the time of breach = -0.18ft

Is the negative value possible?

Note that the NWS DAMBRK double loads parameters on fields, so that the negative value could be representing some other value. So, for example, this might represent a piping failure.
