conduit types - plate covering top portion of inlet?

I am trying to model a pipe that has a metal plate covering the top two-thirds of the inlet, allowing only a certain amount of flow to enter. I see that a pipe can be modeled with sediment in the bottom, reducing flow as it cannot use the entire pipe. Can this similar type of logic be applied to my metal plate covering the top of inlet problem?
