We have two resources that would probably help you on your quest for papers on this topic, unfortunately there is a cost associated with each one:
1) The Stormwater Bibliographic database that comes bundled with PCSWMM '98 (see
http://www.chi.on.ca/pcswmm.html for more info). This searchable database contains over 4500 stormwater management modeling references (3500 with full abstracts). Searching for the term "snowmelt" reveals 50 papers.
2) Our series of Stormwater and Urban Water Systems Modeling conference proceedings (held every February in Toronto). I can't remember off the top of my head if there are any papers related to your interest, however I'd be happy to check if you are interested.
