Applicability of HEC-RAS to estuaries and flat floodplains.

I am currently looking at a project that was originally modelled using HEC-2. The study area incudes a floodplain that is quite flat, and also includes an estuary. Issues have been raised over the applicability of using HEC-2 or HEC-RAS for these conditions, especially since the models are 1-D (the use of a 2-D model has been suggested). Does anyone know of any problems that may arise when trying to model estuaries or flat floodplains using HEC-RAS? Can HEC-RAS be used for these conditions?
