What does the acronym HEC stand for?

Gentlemen:

This may sound like a silly question, but it was asked of me and I did
not
know the answer.

Question: What does the acronym HEC stand for? I know what HEC-2 does
and
who developed it, but I do not know the origin of it's name. Do the
letters
H E C stand for anything?

Note that HEC stands for Hydrologic Engineering Center, the Army Corps
Engineers office that developed the engineering programs HEC-1, HEC-2,
HEC-RAS, etc.
