Rip Rap Design

Since March when the Missouri DNR started denying all 401 certifications thru the U.S. Corps of Engineers the amount of Rip Rap they are allowing has been greatly decreased. Therefore I have been looking for an efficient way to calculate were riprap is needed. I see where HEC-RAS has a function under RUN --> Hydraulic Design Functions --> Functions --> Rip Rap Design. This function is in the same location as the scour analysis function but it will not let me select the riprap design function. Does anyone know what has to be done to make this function available?
