vista for DSS

Is anyone able to use the program VISTA to access the DSS files in RAS or HMS? I downloaded it and I think I followed the instructions correctly. It won't boot on my win98 machine. Any takers. Incidentally if anyone knows of a way to get HMS DSS data into a format that excel or access can read that would solve my problem too. I'm trying to manipulate the output hydrograps in HMS.

You can use directly DSS viewer that comes with HEC-RAS. RAS version 3.1
is available yet. You can select all time series you want and copy them
to clipboard.
