Unsteady Bridge Help

I am trying to model an unsteady flow going over a bridge. What is happening is that the second cross section upstream from the bridge (not the one that defines it) is daming the water and only allowing it to have an elevation slightly higher than the banks. Does anybody know why this might be happening. Thank you so much in advance!

Check the settings under the HTAB Param button. For instance, is the maximum flow too low or the maximum head water too low?
