no rise problem

Can anyone tell me why I can take my existing model and add a bridge at a section that has no piers or any obstructions crossing the WSE, only a bridge deck above all WSEs and I get a rise from my profile report at the sections above and below this bridge deck?

I have included an excell spreadsheet that lists the various models WSEs. I am trying to add the bridge at station 41815 in the Proposed Condition Model. All I have done different from the existing condition model is to add a bridge deck there at a ridiculuosly high elevation. It should have no impact at all on the WSE but it does. If you delete the bridge deck you will see the same elevations as the Existing Conditions Model.

I hope I am overlooking something simple that can be pointed out. The local regs state that for a no rise you need these models for comparison with the no-rise certificate stamped. If I can't fix this I'll have to try an finagle the local rep with an available volume calculation.
