Flood control dam structures

I am trying to model flow thru a flood control structure. the structure is a concrete pier with a 48" pipe at the flow line elevation. At the top of pipe elevation there are slots in the sides of the pier that help to prevent vortex occurences. I'm sure there is an easy solution that I am overlooking but I admit that I need help. Anyone ever run into this.
