Ineffective Flow Areas

I have identified some Ineffective Flow Areas in a model and run the project and had RMS draw Computed water surfaces on the cross sections. Why does it still show a water surface beyond the ineffective flow stations??

Note that there is water in these areas. It is just that the water is simply "standing water" and not considered in the conveyance flow area.
