Snapping when cutting a cross-section

I have a file that was originally 2D and I elevated the contours using RiverCAD. My problem is that when I am doing the alignment of the cross section the cursor tries to snap to the ends of the lines and not on the contour where I want it to. I have toggled the snap and ortho buttons but it still does it. Is there something that I am missing?

The file is enclosed.

Dear Russ :

I looked at your model. Couple of observations:

1. Dashed contour lines can cause a little bit of a problem when you cut a cross-section. Solid lines are better. What happens is when we run the internal "fence" command, it sees the gaps in the dashed lines and this can cause it to ignore an elevation point if the cross-section cut line passes over a gap.

2. Even though you have snap set to "off", RiverCAD (and RMS) still read and honor the osnap settings. Type OSNAP at the command prompt and turn "off" all of the object snap settings.
