RMS and large drawing files

I've attached the following zipped version of the 3-D/RMS topo file that I have managed to get locked up in the RMS model. The drawing file is approx. 10 megs. I have performed the following tasks to the file before it locked up:
1. Assigned z elevations;
2. Trimmed off excess areas outside the projected floodplains;
3. Purged the file;
4. Entered RMS at the command prompt;
5. Configured XS's and contour layers (Note that layer 0, the current layer, was requested to be ignored)
6. Saved the above file;
7. Reopened the file;
8. Entered RMS at the command prompt;
9. After talking with you, I ran an "audit" on the file;

Once you enter RMS at the command prompt, the file locks up. I need to open this file and start creat- ing the RAS model. Thank you for your help with this matter.

RMS did not lock up. I opened it here fine. However, ACAD has a limitation that makes it appear to lock up.

Load RMS first, then load the drawing file. Else, it will take about 20 minutes for ACAD to swap the RMS executable code with the drawing file. This is because any ADS applications must be loaded into contiguous memory after ACAD, and the drawing then loaded above these applications (this is a limitation with ACAD).
