two crossections in between two junctions

I am trying to model a system that may flood. In the system I need to model a pipe section between two junctions. When the system operates under normal conditions this pipe will carry all the flow. Under flooding conditions however, the water will overflow the pipe and go over the roadway which the pipe the goes under. Is there a way to model both the pipe, and the cross section of the roadway as an open channel between the two junctions at the same time?

You need to define two links between the junctions, one link representing the pipe and the other link representing the roadway overflow.

Note that you can look at the Inlet example model file that ships with StormNET that demonstrates this situation.
